Comprehensive Development Plan

The funding package will support multiple infrastructure projects across Greenwich, addressing both existing needs and future growth requirements. The Department of Public Works will oversee the implementation of these improvements through a structured development plan.

“Broadband is a necessary part of daily life and bringing high-speed Internet access to every community in the state is essential for our future,” DEEP Commissioner Katie Dykes said. “The ConneCTed Communities Grant Program was developed with the goal of reaching every unserved and underserved location in the state, preparing our communities with the infrastructure they’ll need in the years to come.”

Project Priorities

Key initiatives identified for the funding include:

  • Flood mitigation improvements in low-lying areas
  • Bridge rehabilitation and replacement projects
  • Roadway and sidewalk upgrades
  • Storm drainage system enhancements
  • Coastal resilience measures

Timeline and Implementation

The town has developed a three-phase implementation plan spanning the next five years. Initial projects are scheduled to begin in spring 2025, following necessary engineering assessments and permit approvals.

Economic Impact

The infrastructure investment is expected to generate:

  • An estimated 200 construction jobs
  • Increased property values
  • Enhanced business district accessibility
  • Improved coastal protection
  • Reduced maintenance costs

Community Input

The town will host public meetings beginning next month to gather resident feedback on project priorities. Meeting schedules will be posted on the town’s official website and community bulletin boards.

Project Oversight

A newly formed Infrastructure Investment Committee will oversee the grant’s implementation. The committee includes representatives from:

  • Department of Public Works
  • Planning and Zoning Commission
  • Board of Estimate and Taxation
  • Representative Town Meeting
  • Local business community

Environmental Considerations

All projects will incorporate sustainable design principles and climate resilience measures. Environmental impact assessments will be conducted for each major project component.
