In a groundbreaking move to bridge the digital divide, Sullivan County, New York, has selected Archtop Fiber as its partner for a comprehensive broadband expansion project. The initiative is made possible through a $29.9 million grant, part of the larger $140 million ConnectALL Municipal Infrastructure Grant Program, announced by Governor Kathy Hochul alongside U.S. Senators Charles Schumer and Kirsten Gillibrand.
This program aims to transform New York’s broadband landscape by constructing over 1,200 miles of publicly owned fiber infrastructure and wireless hubs. Once completed, more than 60,000 homes and businesses across the state will benefit from affordable, high-speed internet with symmetric download and upload speeds. Sullivan County’s grant share will be pivotal in bringing state-of-the-art connectivity to underserved areas.
“Sullivan County’s investment in broadband is about more than just technology; it’s about equity and opportunity,” Governor Hochul said during the announcement. “Reliable internet access is critical for education, healthcare, and economic growth. This program ensures that no New Yorker is left behind in the digital age.” The ConnectALL initiative underscores New York’s commitment to expanding digital infrastructure, a move applauded by U.S. Senator Charles Schumer. “High-speed internet is no longer a luxury; it’s a necessity,” said Schumer. “This funding ensures that rural and underserved communities have the tools they need to thrive in the 21st-century economy.”
Sullivan County’s project, led by Archtop Fiber, includes constructing 253 miles of new fiber and enhancing the region’s communication network with additional towers. This development is expected to provide high-speed internet access to over 22,000 homes and businesses, many lacking reliable connectivity. “This is a transformative moment for Sullivan County,” said County Manager Joshua A. Potosek. “Partnering with Archtop Fiber allows us to bring high-speed internet to our residents and businesses, ensuring that our communities remain competitive and connected.” Shawn Beqaj, Archtop Fiber’s Chief Development Officer, echoed these sentiments: “We’re honored to lead this initiative. High-speed broadband is more than just connectivity; it’s a gateway to economic growth, better education, and improved healthcare. Our mission is to ensure that Sullivan County is not just connected but thriving.”
The ConnectALL program is a public-private partnership designed to deliver affordable, symmetric internet services—offering equal download and upload speeds—at prices below the regional average. This model ensures that residents and businesses can access the high-speed internet they need without financial strain. The initiative also emphasizes the construction of publicly owned fiber infrastructure, enabling local governments to maintain control over their networks, ensuring affordability and long-term sustainability. Sullivan County is part of the broader push to expand broadband access across New York State. With more than $140 million in funding allocated, the ConnectALL program is set to impact communities from the Adirondacks to Long Island. The program’s ultimate goal is to eliminate digital deserts, where access to reliable internet has hindered economic and social progress.
