This plan seeks to consolidate federal policies, preempt state regulations, and promote the adoption of AI technologies across government agencies. In a concerted effort to maintain and enhance the United States’ global leadership in artificial intelligence (AI), the Trump administration has initiated the development of a comprehensive AI Action Plan. The company stated, “The federal and local governments should collaborate on policy reforms to address the surging energy needs, an essential part of expanding AI infrastructure.” 

Similarly, OpenAI highlighted the challenges posed by a patchwork of state laws, arguing that such a scenario could impede the United States’ ability to compete effectively on the global stage. The organization proposed leveraging trade laws to maintain AI dominance over international competitors and advocated for policies that preempt restrictive state regulations.​

Government Adoption of AI Technologies

Beyond regulatory considerations, there is a concerted push for the federal government to adopt AI technologies to enhance operational efficiency and service delivery. Industry leaders contend that government adoption of AI can catalyze broader societal acceptance and integration of these technologies. The American Action Forum noted, “Moving forward, the Trump Administration states that it will utilize these comments and themes to develop an AI Action Plan that identifies policy measures to reinforce and expand U.S. leadership in AI.”

While the drive for innovation is paramount, stakeholders also emphasize the importance of ethical AI development. Ensuring that AI systems are developed and deployed in a manner that upholds civil liberties, privacy, and security is a recurring theme in the public comments. The Future of Privacy Forum, in its submission, underscored the need for balanced federal preemption that sets national standards while reducing regulatory burdens on companies, thereby supporting the U.S. as a global leader in AI policy
