The program prioritizes covered partnerships between states, political subdivisions of states, and fixed broadband service providers. These partnerships focus on deploying infrastructure to areas where at least one household or business lacks access to reliable broadband service.

The BIP has already achieved impressive results to date:

  • Connected over 40,000 households: Thousands of families now have access to high-speed internet, opening up opportunities for telework, online education, and telehealth services.
  • Reached nearly 3,000 businesses: Small businesses in rural areas can now compete in the digital economy, expanding their customer base and improving their operations.
  • Served over 130 community anchor institutions: Schools, libraries, and healthcare centers now have the connectivity they need to provide essential services to their communities.

This progress represents a major step forward in bridging the digital divide. By providing critical infrastructure and support, the BIP is helping to ensure that all Americans have the opportunity to participate in the 21st-century economy and society. Launched in 2022, the BIP was established as part of the Biden-Harris Administration’s “Internet for All” initiative to bridge connectivity gaps in unserved communities. With a total funding of $288 million, the program awarded $282.7 million to 13 states and one territory through a competitive process. State-Level Success – Scott County, Kentucky

A notable example of BIP’s impact is in Scott County, Kentucky. Historically lagging in connectivity, the county faced significant challenges during the COVID-19 pandemic, with many residents unable to access remote learning or work opportunities due to inadequate internet service. Through a $3.1 million BIP grant, the Scott County Fiscal Court, in partnership with Spectrum, has rapidly expanded high-speed internet access across underserved regions. This initiative has improved educational and employment prospects and contributed to the country’s economic recovery post-pandemic.

The BEAD Progress Dashboard

As states transition from planning to implementation phases, the NTIA has unveiled an updated Broadband Equity, Access, and Deployment (BEAD) Progress Dashboard. This tool allows the public to monitor how each state or territory is advancing through major deployment milestones, including the completion of challenge processes to determine eligible locations for funding and the selection of providers to build the necessary infrastructure. The BEAD program, a $42.45 billion initiative authorized by the Infrastructure Investment and Jobs Act, represents the largest federal investment in broadband infrastructure. All 56 eligible entities, encompassing all 50 states, the District of Columbia, and five territories, have received NTIA approval for their Initial Proposals. This approval enables them to request access to their allocated BEAD funding and commence the selection of providers who will build and upgrade high-speed internet networks. The updated BEAD Progress Dashboard indicates that several states have already made significant strides:

  • Sixteen states and territories have finalized the homes and businesses that will be connected via BEAD-supported projects.

  • Eight have begun selecting the internet service providers who will build the networks.

  • Louisiana has become the first state to release its Final Proposal for public comment.

The NTIA’s efforts are part of a broader federal strategy to ensure every American can access affordable, reliable high-speed internet. By working closely with state and local governments and private sector partners, the agency aims to address the digital divide exacerbated by the increasing necessity of internet connectivity in education, healthcare, and economic participation. The progress reported by the NTIA underscores the effectiveness of targeted federal investments in broadband infrastructure.
